Explain why x = 3 makes 4x − 1 ≤ 11 true but not 4x − 1 < 11.

In technical translation, 4 x 3 - 1 is less than or equal to 11 (it's equal). 4 x 3 - 1 < 11 is not true because 11 is not less than 11.
