I believe the best step to make would be the step described in letter C. This seems to be the best step because then the fraction would become 6/10 = 3/5. Then you multiply 1/3 and 3/5 by 15 to get a common denominator. Then the subtraction equation would look like this: 9/15 - 5/15 = 4/15!
