The slope-point formula:

[tex]y-y_1=m(x-x_1)[/tex]

The formula of a slope: [tex]m=\dfrac{y_2-y_1}{x_2-x_1}[/tex]

We have:

[tex](-3,-5)\to x_1=-3,\ y_1=-5\\(-1,-2)\to x_2=-1,\ y_2=-2[/tex]

Substitute and calculate:

[tex]m=\dfrac{-2-(-5)}{-1-(-3)}=\dfrac{3}{2}=1.5\\\\y-(-5)=1.5(x-(-3))\\\\y+5=1.5(x+3)\\\\y+5=1.5x+4.5\ \ \ |-5\\\\y=1.5x-0.5[/tex]
