Since it is perp. to y = 5x +4, the slope would be the negative reciprocal of 5, which is -1/5. In order to find the y-in. you have to plug in the values you already know into y=mx+b.

-2 = -1/5(3) + b

b=-7/5

y = -1/5x -7/5
