Harassment is any offensive conduct such as slurs, jokes, or other verbal, non verbal act. It is a physical conduct to interfere people's performance at work. And verbal or non verbal conduct creating hostile work environment is also example of harassment. However, requirement to attend annual training events is not harassment.
