Divisibility rules will be used in such questions
the divisibility rule for 3  is that you add all the DIGITS in the number.
if the result is divisible by 3 then the number is divisible by 3.
So... 
1+3+8 = 12
I know that 12 is divisible by 3 .
 so this number is divisible by 3
