 first, you must find the slope. 4-6/8-3 which is -2/5.
then, plug in a point to the slope intercept formula. Y=MX+B   6=-2/5(3)+b
-2/5x3= -1 1/5
6+1 1/5=7 1/5
7 1/5=B 
Your equation is y=-2/5x+7 1/5
